Project Overview

ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

ACHIEVE is funded by USAID in Tanzania to implement a four-year activity (October 2020 to April 2024) which aims: (1) to improve national- and community-level social welfare systems in order to sustain support for orphans and vulnerable children (OVC) and families affected by HIV and (2) to strengthen the capacity of local organizations to deliver OVC services and (3) to deliver high quality OVC services and DREAMS interventions for AGYW 9-14 years.

Position Purpose

The CDOs will be based in the Cluster Offices in Mwanza, Shinyanga, and Mbeya and will report to Cluster Manager.

The CD Officers will contribute to ACHIEVE’s objective of strengthening the capacity of local organizations to manage and implement USAID/PEPFAR OVC and DREAMS.

They will work to ensure that Transitional Track Partners and other OVC/DREAMS service delivery partners in Lake, Northwestern, and Southwestern Clusters have strengthened technical and organizational capacities to implement and manage high quality programs serving OVC.

In collaboration with ACHIEVE Cluster technical teams, the Capacity Development Officers will play a role to ensure that TTPs are transitioned for direct funding from USAID and other local implanting partners sustain and own OVC service delivery.

The CDOs will also assist other technical components within ACHIEVE and link with other cluster technical team to achieve project goals. They will also work to ensure coordination among other stakeholders to leverage resources.

Key Responsibilities:

The Capacity Development Officers, will be responsible for the following functions, tasks, and deliverables:

Support Capacity Development activities including grants and compliance at cluster level for both Transitional Track Partners and other OVC/DREAMS service delivery implementing partners.

They will coordinate strategy development, implementation, and monitoring of all capacity development activities at cluster level. This will include working across teams: MEL, Systems Strengthening, OVC Service Delivery, etc. to integrate capacity development and grants management activities.

Lead the implementation of capacity actions plan (CAP) of each TTP and CSOs performance assessments using the Non-US Organization Pre-Award Survey (NUPAS), Integrated Technical and Organizational Capacity Assessment (ITOCA) Tool, and Organizational Performance Index-Plus (OPI) of local partners and document results in the Capacity Solution Platform (CSP).

Participate in development and implementation of Capacity Action Plans (CAPs) for local partners and ensure timely documentation and updated information in the Capacity Solutions Platform.

Work in collaboration with Transitional Track Partners (TTPs) to support implementation of all Capacity Action Plans and document all processes (challenges, lessons learnt, and best practices) for sharing with USAID and other partners.

Monitor closely the progress of implementation of agreed capacity action plan of each TTP and other local implementing partners in his or her respective cluster, evaluate the progress of each CAP milestone and strategize on time completion of each milestone with respective CSOs management.

Take lead of capacity development and grants management activities to both TTPs and other OVC/DREAMS implementing local partners trough training, mentoring, coaching, and technical supportive supervision

In collaboration with other ACHIEVE technical staff at cluster level, conduct field visits to address capacity development gaps through training, coaching and mentorship to TTPs and Traditional OVC/DREAMS subgrantees.

Participate in preparing work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence-based successes from both TTPs and Traditional OVC/DREAMS service delivery partners.

Prepare and document field success stories and best practices for capacity development activities reflecting TTPs transitioning for direct funding from USAID and support sharing success stories and evidence for project visibility.

Act as capacity development and grants technical lead at cluster level. Overall, in charge of all activities, and targets capacity development and grants at the cluster level. Conduct strategic assessment of CD&G component and provide technical, administrative, and managerial recommendation on improvement to cluster management.

Conduct other CD & Grants tasks as assigned by supervisors.

Basic Requirements:

Bachelor’s degree in social sciences. Social Work, Sociology, Community Development, Community Economic Development (CED), Business Administration, Public Health, education, Project Planning and Management etc. with at least 5 years work experience in activities related to Capacity Development.

Master’s degree in social sciences is an added advantage. Social Work, Sociology, Community Development, Community Economic Development (CED), Business Administration, Public Health, education, Project Planning and Management etc. with at least 2 years work experience in activities related to Capacity Development.

At least three years post university experience in organization and technical capacity development activities and an interest in supporting OVC/DREMS.

Experience in strengthening organizational capacity in PEPFAR/USAID funded HIV/AIDS programs, child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development.

Experience in capacity assessment using different tools such as OCA, OPI and NUPAS.

Experience writing project field reports

History of effectively working and collaborating in multi-cultural and gender balanced teams.

Moderate grasp of participatory Capacity Development methodologies.

Demonstrated effective interpersonal and creative problem-solving skills.

Ability to develop and maintain strong relationships with technical teams, government, and other stakeholders.

Appropriate facilitation and training skills in a variety of health and organizational development thematic areas.

Appropriate writing and oral presentation skills, including fluency in English and Swahili.

Appropriate teamwork and interpersonal communication skil
